How can I learn English in Iran?

This is hamid, from Iran and province of Tehran. i think, sometimes you follow the politician in Iran and I have to tell you the speed of the internet in Iran is low and I contact with you hard and you as a master in English language and a native you, know, this is one of important m y wishes to learn and talk general English language and business English language from basic to advanced.

so i ask you to help me, improve both of them( general and business English language) together.

Then, please, help me, my English is poor, and I like to use your website but you know, my English is poor and my science about using computer and your forum and your site is too poor.
