Will my grad GPA atone for my mediocre UGPA?

Dear Fellers,
i'm hoping to apply for admission to a graduate school. My undergraduate GPA is below 3. But i have a MS degree with a pretty nice GPA. What would be my chance of getting admission to another masters program in the same filed? my plan is first to secure admission in a masters program and continue my study to a ph.d in the same university. Does any of you nice folks out there have any idea?

i think your grad gpa will definitely help. if you already have a master's, why not apply straight to the phd program?
