Please check online dictionaries. "Silver bullet" means miraculous solution in English literature. And this is the definition of this term from Longman Contemporary Dictionary:
silver bullet American English something that solves a difficult problem very quickly and easily: example: There is no silver bullet for this problem. regards, |

It's not necessary to learn all idioms and vocabulary in TOEFL test. In such sentences we have to guess what the meaning can be.
Of course my personal idea :D, but with words in green we can guess the word have some positive meaning. we in the education world keep discovering, "silver bullets" that are going to solve all our problems. |
