Today, I read the following text form a standard book.

"the applicable local failure criteria below shall be satisfied for a component. The strain limit criterion typically does not need to be evaluated if the component design is in accordance with the applicable construction code..."

It seems like that "criteria" and "criterion" have the same meaning here, anyone who could tell me is there any difference between these two words.

Have you looked them up?
Criteria - plural.
Criterion - singular.
