Are these grammatically correct an can it be much better.
1) The cab passed an inch away from me.
2) I was crossing a street and was dashed by a bike

The first is correct.

The second sounds disstinctly odd - it's as if your face took deliberate violent action against the bike!
'I was crossing the street and my face was dashed by a passing bike,'
would be better, but even then it sounds odd unless you are particularly short or the bike were particularly high.
'I was crossing the street when the rider of a passing bike dashed his arm/hand/ etc. against my face.
or
... when a passing bike rider dashed against me and caught my face.
