The second is a common idiomatic expression which means 'if you see something for yourself then you will believe it'. It is often used to say that somebody will have to believe that something is true when they see it, although they do not think it is true now.

I've never heard the first, but suppose in the same way it means that if you 'are' then you are interacting. It sounds very philosophical but I suspect that it is just a pattern based on the other expression. I don't think it's a common idiom. It's very philosophical!
