Oh dear I've just discovered that the little blue one belongs to me.

Correct answer: (a) belongs to me

as the first part of the sentence is in the present perfect tense, the second part of the sentence comes in past tense, am I right or am I wrong?

You use the present tense here because the little blue one still (even now) belongs to me.
