The difference between 'I saw' (past simple) and 'I have seen' (present perfect) is that 'saw' refers to one particular occasion in the past
So the sentence,'I went to the Republic of Srpska several times last year.' is not all right.
and 'have seen' suggests there have been occasions of 'seeing the stealing' but they don't refer to any particular time or occasion in the past.
I have seen him stealing an apple. Was it once only or more than once? Once only.
