In the picture it's called "restraining device", maybe because it restrains your movements and prevents you from falling off the seat.
The picture goes on to tell you that you need to lower it to fasten yourself.

I wonder if there should have been written "lower the restraining device"

Anyway, "lover restraining device" is in imperative mood. ("lower" is a verb here.)

It is must for the user to pull the restraining device down in order to secure himself in the seat.

It's the shortened form often used on notices. Correct grammar takes second place to brevity of instructions in such cases.
