1. I am coming down with a cold.
2. I came down with a cold.
3. I've come down with a cold.

The first one means that you can feel or see the symptoms, so you know you've got a cold, right?

What about the second one? Does it mean the cold is still with you?

Is the third one the same as "I've got a cold"?

The first one means that you can feel or see the symptoms, so you know you've got a cold, right?-- Right!
What about the second one? Does it mean the cold is still with you?-- Not necessarily: I came down with a cold yesterday and I feel awful. I came down with a cold in 1996, and that's the last time I was sick.
Is the third one the same as "I've got a cold"?- Yes, the result is the same.
