what is the meaning of " is to be done "& has to be done"?
and what is "HAVE AT",'HAVE ON"& "HAVE DONE WITH"

has to be done = must be accomplished

HAVE AT = attack, attempt

HAVE ON = wear

HAVE DONE WITH = finish, cease dealing with

There may be further meanings.

is to be done = schedule(d)/plan(ned) to be accomplished. Your homework is to be done by next Thursday at the latest.

has to be done = must be accomplished. Your homework has to be finished before tomorrow.

HAVE AT = attack, attempt. I am tired tonight, but tomorrow morning I will have at my essay assignment.

HAVE ON = wear. I have on a yellow shirt today.

HAVE DONE WITH = finish, cease dealing with. I want to have done with all Chemistry classes-- I just don't understand chemistry.
