From that snippet, it's not obvious. It looks like poor grammar there, but I suspect in context it would turn out to be fine.
My guess is that 'the first lead for which' refers to an indication of Bin Laden's location.

I didn't say it needed rewriting. I said it depended on context - what came before.
It really depends on whether my guess as to the wider context is correct.

In that case my guess was incorrect.
Unless it's been particularly badly written, the first lead for the establishment of a ground operation emerged last August.

'on context' is correct. I am speaking of context in general rather than the specific context applicable here.
