give out:
1. to distribute: he gave out the books to all the class
2. (informal) to fail: the brakes have given out
3. to make known: to give out notices/information

come up with:
To bring forth, discover, or produce (something), especially when pressured or challenged.: came up with a cure for the disease;
to suggest or think of an idea or plan: She's come up with some amazing scheme to double her income.
