Hello!
In the sentence:'Let's go to the gym,shall we/shan't we?'
-the correct option is given as 'shall we' why?-I know that if the sentence is affirmative the tag question must be negative.

The basic structure of tag questions, as you say, is positive with negative or negative with positive.
However, it is possible to use a positive to positive (or negative to negative) sentence to express interest, surprise, anger etc, and not to make real questions.

'Let's go to the gym' is not a true question. the question only comes with the question tag. If you remove it, you are left with a statement. Here, it's expressing something akin to enthusiasm.
