I advice my friend how to handle your money in a vice way, but he concentrating in his current expenses. He does not think about the future situation. I do not know how to advice him he thinks he is right

'advise' not 'advice' in both instances.
i can't help correct the whole thing because I don't understand 'a vice way'

Vice: immoral or wicked behaviour. (source wordreference.com)

Could "in a vice way" mean "in an odd way"?

Just thinking aloud.

I know what 'vice' means, but it doesn't fit here. I don't think 'odd' fits either.

Ganesh posted the same sentence here. I thought he was possibly thinking of the word 'wise' rather than 'vice'...

To the Strata Manager ..Hi

The wall of the back year is very wet because one of the big pipe line is leaking an make the wall wet please take early action because it weaken the wall and waste water because of that the water bill go up

I don't understand 'the wall of the back year' at all, sorry. Do you mean 'the wall of the back yard?' I am assuming that you do:

Hello,

The back-yard wall is continuously wet due to leakage from a pipe line. This is leading to a weakening of the wall due to water damage. In addition, the wasted water has an impact on both our water bill and the environment.
