Could you tell me the difference of the meaning of the two sentences:

1. Tony Wang, the new manager of Twitter in Europe, said in a recent conference that Twitter will disclose users’ information if they violate privacy laws.

2. Tony Wang, the new manager of Twitter in Europe, said in a recent conference that Twitter will disclose users’ information when they violate privacy laws.

"when" sounds like the speaker is expecting it to happen. "if" is more hypothetical.
