Hi
The TOEFL ibt is internet based but it doesn't mean that you can use the world wide web during the exam. This exam is a simulating exam on a computer and you can only see the questions and read and write them but you can't browse any other site. There are no dictionaries and no spell checkers on the exam and you will find no way to use them.
Actually it's called internet based because you submit your answers through the internet and there are some minor differences with the computer based exam for example all questions are the same for everyone in ibt exam but in the computer based the next questions will be based on the fact that your last answer was right or wrong.
The paper based exam is on paper as you can guess easily from it's name. The scoring policies are different in this 3 kinds of exams and any university or institution has a minimum in each of them which are actually the same in a different scale.

Dani, either its cbt, ibt or paper based all of these are taken at an examination center under strict conditions. You can not cheat or access to any other application on the computer. It is a hectic exam and you need to work really hard to get good scores. You have to work on listening, reading, writing and speaking. Then you can register your self on www.ets.org/toefl/
pay them fees for examination, and then give exam on the date you are given. Check this website for futrher information please.
