has been stuck' lasts from the past until the present or the recent past, but indicates that the action has now finished unless further information indicates otherwise:
for example:
She has been stuck in traffic for the past 2 hours.
'She has been stuck in traffic for the past 2 hours and there's no sign of the jam coming to an end.

She has been stuck in traffic' without any of this further information indicates that the action of being stuck has now ended, whereas
'is stuck' indicates that the action is still ongoing.

She has been stuck in traffic for the past 2 hours. = the action has now finished
She has been stuck in traffic for the past 2 hours and there's no sign of the jam coming to an end = the action hasn't finshed yet because of the further info in bold.
