can you tell me which of the following is correct?
1. a)suggest sb do sth
b) suggest sb to do sth
2.a) recommend sb to do sth
b) recommend sb do sth

Not for certainty without further context, no.

However, I can tell you that usually 1a and 2b would be correct.

1a and 2b are OK. The word "that" can also be inserted:

"I suggest (that) you leave."
"I recommend (that) you leave."

1b seems definitely wrong. To me, 2a also sounds wrong, but instances of its use from apparently able writers are not hard to find at Google Books. I'm wondering if it may be an older form, or a regional form, or maybe just personal preference. Does anyone else have a view on this?

Thank you, Eugene. The example given on that link is exactly why I stressed in my earlier message that more context is needed before saying which is correct.

That's true, there is a completely different and correct sense in which "I recommend you to do sth" can be used, but in my opinion this is a "trick answer", and surely not what the OP was asking about.
