1. It's not a very special thing that took me ages to make or was very expensive. It's plain and simple /quick and easy.

As it's an American English dialogue, 'chips' probably relates to crisps.

No, nothing about the past.
It could, for example, be talking about a meal. The person who prepared it would say 'it's nothing fancy' meaning it isn't made with expensive ingredients and it's not a cordon bleu type of high class cooking.
It's nothing fancy but it's filling and will satisfy your needs.

B., so why did you write:
or was very expensive? = it is a past form
shouldn't it be: it isn't made of expensive ingredients?
please explain: it's not a cordon bleu type ?

Thank You

English vocabulary frequently offers a choice of a number of word and tense phrases which can be considered correct.

I chose to write 'was' because I was thinking about it being expensive when I bought it - I bought it in the past and am using it now.
I chose to write 'made with' because the product is made with those ingredients, that is, by combining those ingredients. The ingredients are the materials used to make the product.
