Future In The Past & Yet Still Future In the Present[/b]

One of the dialogue in a movie Princess Diaries goes like this:

"We were going to tell you when you were 18 years old."

But the daughter doesn't reach the age of 18 yet, and yet the mother use the past tense 'were'

Is this the same with the sentence:

"When he got older, he would never do his homework."

because of the word 'would' as past of 'will'?
and not the 'would' as conditional

I was thinking when he got older, he would never do his homework
I think when he get older, he will never do his homework

1) We were going to tell you when you were 18 years old.
2) When he got older, he would never do his chores.

So, are these two sentences the same?[/b]
