Yes, it is presumed to be 'inclusive' unless it is specifically labelled 'exclusive'.

How do you specify that it should be considered exclusive?
The voltage of this gap varies from 18 to 24 volt exclusive? Or some other way?

18 - 24 exc.
18 - 24 inc.
