I was pretty lucky this time. The policeman didn't give me a ticket. Instead he let me go with only a warning. ______(That"s or That was?) really just a slap on the wrist.

It could be either. Both tenses make sense there.

Only the obvious!

'That is' - Generally speaking, when a warning is given rather than a fine.
'That was' - In this particular instance (which is now in the past).
