1. This isn't shocking, given that a few girls actually ran away with their boy-friends.
2. It's no fun, considering that coffee is brewed at about 200 degrees.
Are 'given' in #1 sentence and 'considering' in #2 sentence participial prepositions?

Hi,

They are both participles. 'Given' is a past participle and 'considering' is a present participle. In (1) this means 'when it is accepted that/when it is taken for granted that'. In (2) this means 'when you consider/when one considers'.

Obviously I can't speak for anyone else, but I have to plead total ignorance and say that I had never even heard of a "participial preposition". Hence I didn't answer. However, I did search Google and found this page, which seems relevant:
