I was made to understand that a group of preschool children in a nursery of a country (which I don't wish to name) pronounced dally as 'dælɪ' but in my dictionary, I long perceived it as 'dalɪ', and I began to wonder if I were wrong.

It looks as if the problem is with the phonetic symbol, rather than your pronunciation.

The short vowel sound in 'dally', apple, ant, lap is written as [æ]

Nope, you got me wrong this time but I'm the one to blame, judging from the way the sentences were worded. I didn't mean to make it seems like the problem with the phonetic symbol, rather than pronunciation. How shall I best describe my intended meaning for pronunciation is the issue that I struggling with, I don't know how.

Nonetheless, I got you on how to speak the word 'dally'. Thanks.
