1. school-sponsored prayer.
2. cannot be justified based on First Amendment prohibitions.

IMHO:

(1) The United States -- like other countries -- has a constitution.

(2) One section of the Constitution is called the First Amendment.

(3) The First Amendment says that religion and government should be kept separate.

(4) Therefore, some (not all) Americans believe that saying prayers in (public or government) schools is not justified. That is, saying

prayers would violate (not obey) what the First Amendment says.
