It cannot be 'genetically' uncomfortable unless everyone is made uncomfortable; I think you are seeking a nuance (and an untruth) that has no significance.

However, 'It is uncomfortable to speak English' could only reasonably apply to the speaker (or a contextual group).

1. I'm quite happy doing what I'm doing.
Is the word - 'doing' after happy a gerund?
2. I'm quite happy to do what I'm doing.
I am sure 'to do' in #2 is an infinitive but does #2 mean #1?
