I think most people would not choose 2 because we cannot throw it far enough to keep ourselves safe.
However, terrorists are an exception.

Something worth to consider is who are the real terrorists who actually possess atomic weapons and using them to bully the weaker nations.
This is one of the reasons why I disgust politics.
