What transition of tense means.

Man Charred to Death, as car catches fire.

Past to present transition in above.

Bhutto Shot dead.

in the above reason of death shooting in far above it is burining.

what difference iis caused in the meaning by introduction /missing of preposition 'to' inboth the above sentences.

I think you are on the wrong track, Hamids. If I understand you correctly, you think that the absence of the preposition 'to' in the second phrase is an indication of some sort of priority of the context. This is not the case. Quite simply, 'to' is needed with 'death', but is incorrect with 'dead'. It certainly has nothing to do with use of present or past tense.
