Does the following use of punctuation mean:
1. "...." not sure
2. "???" angry

is there a place that I can lookup to find more information on these and other punctuations which carry special meanings.

That is not standard punctuation, so could mean anything that the writer wishes it to mean.

The standard ellipsis is three dots, not four, and it indicates that there is an omission from the text or there should be a continuance of the text.
Usually three question marks (which can only be used informally and ungrammatically) is an emphasis on the fact that the writer is questioning something, not that they are angry.

Please note that they don't carry special meanings - they are simply incorrect forms which may be used for effect informally.
