The accelerator pedal is the thing you press with your foot to make the car go faster. Normally when you release the pressure of your foot, the pedal automatically springs back up and the engine slows down. "stuck open" means that it doesn't spring back up properly and the engine keeps running fast (which is obviously dangerous).

Actually, the gas pedal controls the throttle ... what is truly "stuck open" is the throttle.

If the pedal doesn't come back up, then the throttle is "stuck open" and continues to let gasoline flow to the engine.
