Unless you are speaking about music (in which case it might literally be 'keep to/move to the beat of the music'), it's a slang term meaning 'keep up with the times/ catch up with modern thinking.'

It's also a popular quote from Walt Disney's 'the Jungle Book':
"Come on, Baggy, get with the beat!"
Baloo the Bear speaking to Bagheera the Panther -- and meant literally as move to the beat of the music.
