Can I rewrite as below:
Can you suggest to me a good hotel.?
Can you recommend to me a good hotel.?
Can you propose to me a good hotel.?

Can you suggest me to study this book?
Can you recommend me to study this book?
Can you propose me to study this book?

With regard to your first set of three sentences, I suggest that you follow the format already given if you want your sentences to sound natural.

I know that "They proposed us that we meet every Friday." is wrong.
What about these sentences:
"They proposed to us that we meet every Friday."?
"She suggested to me that I should go."
"She suggested to me a good dictionary."
"She suggested to me reading the whole book."
Are they wrong?
Please confirm.

The sentences which use '...to me/us that...' are okay. They aren't great though. When said naturally, 'to me/us/ would not be used:
They proposed that we meet every Friday."
"She suggested that I should go."

The word order is not natural in the others

She suggested a good dictionary (to me).
She suggested that I should read the whole book. / She suggested to me that I read the whole book.

As per grammar, personal pronoun like 'him' should not come after the verb-recommend?
2. "I recommended him for the job."
Is it exceptional or colloquial?

'recommend' is followed by object pronouns:
1. Has somebody recommended you to me?
2. I have decided to recommend you for the directorship.
3. His manager recommended him for the training program.
4. He recommended her discuss the matter with a doctor.
'recommend' is followed by infinitive:
1. You are strongly recommended to seek professional advice.
2. Everyone recommended her to continue with her education.
3.We recommend you (to) use our new software.
Do all these sentences exceptional or British English only?

4 incorrect. He recommended that she...
The difference between them is that in the first three the recommendation is being made to someone else about you/him/her/me/them.
In sentence 4 the recommendation is being made to the object pronoun.

1 ok
2 Everyone recommended that she...
3. We recommend that you...

There's nothing particularly British or exceptional about any of them.
(Your question should use 'are' not 'do'.)

Should it be like below:
"I recommend that you see a doctor."

Are the followings wrong?
He recommended her discuss the matter with a doctor.
Everyone recommended her to continue with her education.
