Is it correct to say: 'The traffic lights turned green, orange, red?

It depends on what you mean by 'correct.
That's not a grammatically correct sentence, though may be colloguially acceptable.
In the UK traffic lights are considered to be 'amber' not 'orange'.

'Turned is okay. The grammar is incorrect because you would need to say 'from green to amber to red'.

1. The traffic lights turned from green to amber to red.
2. The traffic lights turned from green to amber and then to red.
3. The traffic lights turned on from green to amber.
Are all these OK?

1 and 2 are okay, but not 3.

The traffic lights 'turned..'. = The traffic lights 'changed colour...'
not 'were switched on.'
