Hello everybody,

Some days ago I heard someone say,

She is listened to a lot in the office.
---------------------------------------------

Does it mean she has a lot of say in the office?...sort of unofficial authority?

Could we substitute listened to by heard?

Yes, I think you understand the sentence correctly. (Without further context I can't be 100% sure, but that's what it sounds like.)

No, you cannot replace listened to with heard. The the idea of "authority" would be lost if you use heard, and then the sentence would just mean that she talks a lot and you can hear that.
