Which is the correct answer and why?

Past tense is "taught"; present tense would be "teaches" (to agree with "mom", in the usual way). "taught" seems most likely in this sentence* because you will usually be talking about the past. "teach" is incorrect.

*Well, not a "sentence" actually...!
