2. On my off-time I do various home projects.

I wouldn't use either of those, but 'in' is the best preposition.

In my time off, I do various home projects.

"In my off time" is definitely the best. I think "in my free time" is maybe more used.

It's used in the US - meaning time off from work or other responsibilities.
