what are you about mean in the context

"You know, she’s like: What are you about? And he’s like: What are you about? And in that, I think they… they find a special bond."

It means something like "what sort of person are you?".

I'm not sure, but to say that they find a "special bond" in such a banal exchange may be a joke, and "she's like" and "he's like" may be a deliberate use of (what many consider to be) substandard English.

"What are you about" means "What are you doing", but it is used in conflict or stress situations.

I agree - it can also have the implication that the asker is wondering about someone's intentions. The question says what but is really trying to get at the why.
