I don't exactly understand the logic of your question, but "floodlit" does not usually refer to ordinary street lighting. It refers to the sort of big powerful lamps on pylons that you find around sports fields, for example. This is an "outdoor floodlit area": http://www.thepprfoundation.com/eventpics/thripley.jpg
