I wonder is there really a word 'Pre-pone'.

"We will pre-pone our meeting to 2:00 PM" (initially it was at 3 PM, and now it was moved to 2 PM)

I have never heard of it. Most standard dictionaries seem not to list it. http://www.macmillandictionary.com/dictionary/british/prepone and http://en.wiktionary.org/wiki/prepone both say that it is Indian English. http://wordsmith.org/words/prepone.html says it is an "everyday word in India" (but since I see you're from India, you probably already know this!)

As far as I can tell, the word should not be hyphenated.

If we say this word, can the person (who is American) understand ?

Or, had we better say "The meeting was moved to 2 PM"

I am not American, but based on the word's absence from most standard dictionaries, including American dictionaries, I suspect it is unlikely to be widely known there. "moved" is a much safer choice. Or, if you specifically want to indicate that the meeting is now earlier than originally scheduled, you could say "brought forward".
