Q. Why "perception" is wrong."Perception" mean a idea ablut certain thing. But "Perspective " mean a way to look at certain thing.

Hi,

I think what is needed in this sentence is perspective used in the sense of indication or trend. To my mind perception is an understanding as made by a person and here in this sentence the figures mentioned at the start of the sentence are inanimate and therefore could not be expected to understand.

I wonder why "management" does not need "the" in this question?

Management isn't specified here and that's why there is no definite article. The word is used here in a very general sense to describe people in charge/at the top.
