Possibly this would make more sense, but it's only a guess:
The creative ideology of the ensemble is the development of the best Russian and Western European schools of instrumental and chamber music, performing art in a progressive flow of modernity.

To me, "a progressive flow of modernity." sounds like an attempt at a flowery, arty style of language which simply doesn't make too much sense.
