Can anyone help to correct my appealing for releasing a ticket please!

To Whom It May Concern.

As I am a freshman International student who come to learn more about culture and education in America, I understand that follow the rule of the city is duty of a resident. I'm totally agree and always trying to execute the rules fully. However, I have to say that I am pretty clumsy that lead me to get 2 tickets in last month. Afterthat, I said to myself that never let it happen again. Unfortunatly, this time, I have gotten a parking violent ticket again with number *********************** On tuesday night, I rechecked my cellphone to assure the alarm still work before going sleep. However, I didn't know that, my cellphone was broken down at that night caused a tardy car moving at 8:15 AM (just 2 minutes after the time issue on ticket at 08:12 AM).

I send this letter due to the tight budget of the student to appeal to your reconsider generously. I know you are making great efford to make the resident stay in the law but I am just telling the truth whether it works or not. However avoidance this violation I am, I have had in a very bad circumstance and I hope that your generousity can sympathize and support me not having any violation again.

However, I have to admit that I can be pretty remiss and that led me to get two parking tickets over the last month. After that, I said to myself that I would never let it happen again. Unfortunately, due to problems with my cellphone, I have gotten a parking violation ticket again, number ***********************. The circumstances are as follows:
on Tuesday night, I set my cellphone to assure the alarm was set before going to sleep. However, I didn't know that my cellphone was broken that night and this caused me to be late moving my car at 8:15 AM (just three minutes after the time issue on the ticket at 08:12 AM).

I am sending this letter due to my tight budget as a student, to appeal to you to reconsider the issue of this ticket. I know you are making a great effort to ensure that residents stay within the law but I hope that you will be lenient on this occasion. I was caught in bad circumstances and I hope that your generousity can sympathize and support the removal of this parking violation fine.

I look forward to hearing from you and hope that your decision will be favourable.
