"per" basically means "is", "in accordance with", or "as is usual"
So its stating that the plan is to do what is normally done (tradition) at Sid's Stationary - which is to have a raffle. So they obviously do that every xmas.
In other words, - As is tradition.../As is usual at Sid's stationary..../ According to tradition...
