From the above question and solution it can be infer that in direct narration reporting verb and reported verb both can be in passive form. correct?

When you read "It was announced/said/etc....", you usually expect it to be followed by indirect reporting of speech rather than a direct quote. I find the original sentence slightly awkward in this respect, though I would not say it is actually wrong.* Opinions may vary. The verbs inside the quote marks can be absolutely anything, since it is literally what the person said.

*apart from the irrelevant spacing typo

To make it active you would need to say "X announced", where X is (normally) the name or description of a person (e.g. "John announced", "The chairman announced", or whatever).
