to others.

I am not sure about its meaning, could you please explain it for me?

Only a person with specialist knowledge will be able to answer this. You may do better asking at an IT or computing forum.

Grammatically, the subject of the sentence is "nodes with longer certificate chains to the CA". I believe that CA means "Certification Authority". I'm guessing that "certificate chains" refers to the situation where the CA verifies B's certificate, then B verifies C's, then C verifies D's and so on. So, an entity further down the chain, like D, E, etc. would have a "longer certificate chain to the CA". However, I'm not certain about this.
