What's the difference between 1 and 1a?

These are all OK in conversation:
1, 1a, 2, 2a, 3, 3a, 4a, 5a, 6a, 7a, 8a, 9a, 10a.

These aren't:
4, 7, 9.

These are possible, but depend heavily on intonation or context:
5, 6, 8, 10.
