BBC pundit Steve Claridge at the Racecourse Ground, Wrexham, for Radio 5 live: "That is an unbelievable finish - the quality of that! I am talking top bag here and Morrell has made up for the one that he missed earlier.

Was the pundit displaying his extreme admiration for the goal or 'talking top bag' stands for smth else?

This is not an expression I know, but "top bag" must mean something like "top quality". So, yes, he's praising or admiring the goal.

There is another more familiar (to me) expression, "top drawer", which means much the same thing. Perhaps this is a similar idea.
