1-Raccoons transmit rabies.
2-Raccoons carry rabies.


Given that
a-not all raccoons transmit rabies
and that:
b-there are other animals that can transmit rabies (dogs, cats, foxes, bats....)
are sentences 1 an 2 correct?

Yes, the sentences are correct.
Just because they don't indicate that not all raccoons carry rabies this does not make them incorrect.
