Why is 'taken' used with 'are' instead of 'have'?

why is "taken" used with "are" instead of "have"?

"The children have taken to school by bus every day" is not right. Even if we wanted to stress that the action was already carried out we should have said "The children have been taken to school by bus... But here there is an indication "every day" that suggests habitual, usual action. So we must use present indefinite passive.
